In connection with the unsatisfac-
-tory manner in which a Sanitary Inspector had performed
his duties the question recently came before me as to
whether an increment to an officer's salary earned by
length of service could be withheld if that service had not
been completely satisfactory. It appears to me that under
the Rules and Regulations of His Majesty's Colonial Service
the Governor has no power to withhold an increment from an
Officer whose salary exceeds £100 except under Rule 89
when proceedings have been taken for the officer's suspen-
-sion. Such proceedings seem, however, somewhat in excess
of the requirements of the case where the charge against
an Officer is only one of want of care or energy in the
performance of his duties and that the Governor-in-Council
should have the power", in such cases, on the recommendation
of the Head of the Department concerned and after enquiry,
